Blue Cross Kenya is seeking a dedicated and reliable Human Resources and Administration Officer to support the organization’s human resource operations and administrative functions. The successful candidate will serve as a human resources generalist working closely with senior leadership to deliver strategic and innovative people solutions that strengthen organizational culture, improve employee engagement and support effective HR operations.
Role Overview
Position: Human Resources and Administration Officer.
Organization: Blue Cross Kenya.
Role Type: HR generalist with both strategic and administrative responsibilities.
Key Focus: HR operations, employee relations, recruitment, performance management, staff development and administrative support.
The officer will also supervise procurement and general support staff and contribute to building a strong organizational culture.
Key Responsibilities
Recruitment and Workforce Planning
Initiate transparent and competitive recruitment and selection processes from job description review to candidate screening.
Provide advice on recruitment processes in line with organizational policies.
Support workforce planning and succession management through accurate vacancy projections.
Performance Management
Provide guidance on the performance management and development process.
Monitor completion of performance appraisals and report progress to management.
Support departments in developing key performance indicators.
Facilitate training programs that promote a performance driven culture.
HR Advisory and Compliance
Provide HR advisory support to managers and staff.
Promote best HR practices including staffing, development and organizational design.
Advise management on legal and policy implications of HR decisions.
Maintain HR records and ensure compliance with data protection regulations and internal policies.
Stay updated on HR trends, regulatory changes and employment laws.
Staff Development and Career Support
Identify staff development and career support needs and design training programs.
Prepare monitoring reports on training and development programs.
Provide career development guidance and mobility support to employees.
Collaborate with line managers to assess training needs across the organization.
HR and Administrative Operations
Maintain employee files including contracts, academic documents, CVs, performance appraisals and statutory records.
Track staff contract expiry dates and ensure contracts remain valid.
Monitor staff leave entitlements including annual leave, sick leave and rest and recuperation leave.
Promote initiatives that strengthen organizational culture and employee wellbeing.
Ensure staff comply with workplace health and safety standards.
Manage employee relations issues and conduct workplace investigations where necessary.
Prepare HR reports for management, directors and board requirements.
Maintain and update HR databases including records of recruitment, terminations, leave and disciplinary actions.
Support employee orientation, onboarding and training programs.
Strategic Support
Support organizational design processes.
Assist in planning and implementing HR strategies aligned with organizational goals.
Provide strategic HR guidance and coaching to management.
Qualifications and Requirements
Bachelor’s degree in Human Resource Management, Business Administration or related field.
Higher Diploma in Human Resources or a related field may also be considered.
Membership with the Institute of Human Resource Management or another relevant professional body is preferred.
At least two years of experience in a similar HR role preferably within a national NGO.
Strong knowledge of labour laws, HR regulations and best practices.
Excellent organizational, interpersonal and problem solving skills.
Ability to work with individuals from diverse cultural backgrounds.
Demonstrated commitment to diversity, equity and inclusion including gender equality.
Strong leadership, strategic thinking and adaptability skills.
Strong time management and data driven decision making abilities.
