    The Finance and Admin Officer is responsible for managing the financial and administrative operations of The Youth Café's ALIGN – Advancing Local Innovations for Adolescent Health & Nutrition project. The role ensures compliance with Global Financing Facility (GFF), World Bank and Action Against Hunger USA (ACF USA) financial standards, maintains audit-ready financial records, supports donor reporting, and strengthens the financial management capacity of civil society organisations (CSOs) and youth-led organisations (YLOs) across up to 12 African countries.

    Project: ALIGN – Advancing Local Innovations for Adolescent Health & Nutrition
    Contract Type: Consultancy
    Duration: 14 months
    Eligibility: Kenya, Ethiopia, Madagascar, Mauritius, Niger, Nigeria, Senegal, Tanzania, Uganda, Zambia and Zimbabwe (with occasional travel to target countries)
    Mode of Engagement: Hybrid/Online
    Reports To: Project Manager – ALIGN at The Youth Café
    Collaborates With: Grants, Reporting and Compliance Officer, Logistics and Procurement Officer, Consortium Partners, CSOs and YLOs


    Key Responsibilities

    Maintain project accounts within the financial management information system, ensuring accurate coding, reconciliation and compliance with approved budgets.
    Manage project bank accounts, designated donor accounts, reconciliations and fund monitoring processes.
    Process payment requests, verify supporting documentation and ensure compliance with internal approval procedures.
    Prepare and monitor project budgets and produce monthly budget versus actual variance reports.
    Process payroll, consultant payments and statutory deductions including NSSF, NHIF and PAYE.
    Maintain complete, chronological and audit-ready financial records and documentation.
    Prepare monthly, quarterly and annual financial reports, including Interim Unaudited Financial Reports (IUFRs).
    Collaborate with the Grants, Reporting and Compliance Manager to align financial and narrative donor reporting.
    Conduct financial due diligence assessments of prospective sub-grantees and support financial risk profiling.
    Coordinate external audits, donor reviews and provide timely access to financial documentation.
    Prepare responses to audit findings and monitor implementation of corrective actions.
    Maintain administrative systems including document management, filing, version control, office supplies and asset registers.
    Coordinate administrative support for workshops, meetings, trainings, Community of Practice events and consortium activities.
    Support procurement processes through invoice verification, goods received documentation and supplier payment processing.
    Manage travel advances, staff expense claims, reimbursements and liquidation processes.
    Design and deliver financial management and accountability training for CSOs and YLOs.
    Develop financial reporting templates, cash books, reconciliation tools and supporting documentation checklists for sub-grantees.
    Review sub-grantee financial reports, identify compliance gaps and provide coaching and technical support.
    Monitor improvements in sub-grantee financial management through ongoing mentoring and capacity building.


    Qualifications and Experience

    Bachelor's degree in Finance, Accounting, Business Administration or a related field.
    CPA-K, CIFA, ACCA or equivalent professional certification is preferred or candidates should be at an advanced stage of certification.
    Minimum 3 years of experience in financial and administrative management within international development or humanitarian projects.
    Strong knowledge of donor financial compliance frameworks and financial management standards for multi-country programmes.
    Demonstrated experience in budgeting, payment processing, payroll, bank reconciliation and donor financial reporting.
    Proven experience preparing timely financial reports for bilateral or multilateral donors.
    Experience maintaining audit-ready financial records and supporting external audits.
    Demonstrated experience delivering financial management capacity building to CSOs, YLOs or community-based organisations.
    Applicants must be legally authorised to work in their country of residence.
    High attention to detail, excellent organisational skills and strong numerical accuracy.
    Fluency in English.


    Desirable Qualifications

    Experience working on World Bank funded projects including designated account management, IUFR preparation and World Bank disbursement procedures.
    Experience using accounting software or financial management information systems.
    Familiarity with IPSAS or IFRS for SMEs financial reporting standards.
    Experience working in multi-currency environments across Sub-Saharan Africa.
    Proficiency in French.
