The Grants, Reporting and Compliance Manager is responsible for overseeing the full lifecycle of sub-grant administration for The Youth Café's ALIGN – Advancing Local Innovations for Adolescent Health & Nutrition project. The role ensures compliance with Global Financing Facility (GFF), World Bank and Action Against Hunger USA (ACF USA) requirements, manages donor reporting, strengthens compliance systems, and builds the grants management and reporting capacity of civil society organisations (CSOs) and youth-led organisations (YLOs) across up to 12 African countries.

Eligibility: Kenya, Ethiopia, Madagascar, Mauritius, Niger, Nigeria, Senegal, Tanzania, Uganda, Zambia and Zimbabwe (with occasional travel to target countries)

Reports To: Project Manager – ALIGN at The Youth Café
Collaborates With: Finance and Admin Officer, Consortium Partners, CSOs, YLOs and Donor Representatives
Manage the full sub-grant portfolio from agreement preparation and execution through disbursement, monitoring and grant closeout across participating countries.
Lead sub-grantee selection processes, due diligence assessments and ensure all decisions are fully documented and audit-ready.
Develop and maintain standard sub-grant agreements and compliance frameworks incorporating donor, safeguarding and anti-corruption requirements.
Review sub-grantee financial reports, verify expenditure eligibility and provide formal compliance feedback and corrective actions.
Coordinate sub-grant disbursements with the Finance and Admin Officer based on satisfactory financial and progress reporting.
Maintain the sub-grant portfolio register and disbursement tracker and prepare regular portfolio updates.
Coordinate grant closeout processes including financial clearance, asset disposition and documentation archiving.
Prepare and quality assure quarterly and annual donor-compliant narrative and financial reports.
Ensure reporting accurately reflects project workplans, results frameworks, budgets and corrective actions.
Collaborate with the Finance and Admin Officer to align narrative and financial reporting.
Support preparation of evidence briefs, programme updates and policy recommendations for national and global stakeholders.
Maintain the donor reporting calendar and monitor compliance with reporting deadlines.
Monitor compliance with GFF, World Bank and ACF USA requirements covering financial management, procurement, safeguarding, environmental and social obligations and anti-corruption standards.
Maintain the donor compliance matrix and communicate updates to project staff and partners.
Conduct quarterly compliance risk reviews and recommend corrective actions to address emerging risks.
Maintain audit-ready documentation and support external audits, donor supervision missions and World Bank post-reviews.
Design and deliver grants management, donor compliance and reporting training for CSOs and YLOs.
Develop grants management toolkits including reporting templates, compliance checklists, monitoring tools and corrective action plans.
Strengthen sub-grantee monitoring, evaluation and reporting systems to improve evidence generation and donor accountability.
Track compliance improvements among sub-grantees and provide targeted coaching and technical assistance where required.
Bachelor's degree in Finance, Accounting, Development Studies, International Development or a related field.
Minimum 3 years of progressive experience in grants management, donor reporting and compliance within international development projects.
Strong knowledge of international donor compliance frameworks and grants management standards for multi-country programmes.
Demonstrated experience managing sub-grant portfolios including assessment, agreement management, disbursement, monitoring and closeout.
Proven experience preparing high-quality donor-compliant financial and narrative reports.
Experience supporting external audits and managing corrective action tracking processes.
Demonstrated experience delivering grants management and compliance capacity building to CSOs, YLOs or community-based organisations.
Applicants must be legally authorised to work in their country of residence.
Excellent organisational, written communication and reporting skills with fluency in English.
Experience working on World Bank funded projects including procurement regulations, financial management requirements and ESCP obligations.
Professional certification in accounting, finance or grants management such as CPA-K, ACCA, CIPS, CIFA or equivalent.
Experience managing multi-country sub-grant portfolios across diverse regulatory environments.
Familiarity with monitoring and evaluation data management systems and results frameworks for adolescent health and nutrition programmes.
Proficiency in French.
