The Logistics and Procurement Officer is responsible for managing procurement, logistics and contract administration for The Youth Café's ALIGN – Advancing Local Innovations for Adolescent Health & Nutrition project. The role ensures that all procurement and logistics processes comply with Global Financing Facility (GFF), World Bank and Action Against Hunger USA (ACF USA) requirements, supports project implementation across up to 12 African countries, and maintains complete, audit-ready procurement documentation.

Eligibility: Kenya, Ethiopia, Madagascar, Mauritius, Niger, Nigeria, Senegal, Tanzania, Uganda, Zambia and Zimbabwe (with occasional travel to target countries)
Mode of Engagement: Hybrid/Online
Reports To: Project Manager – ALIGN at The Youth Café
Collaborates With: Finance and Admin Officer, Consortium Partners, CSOs, YLOs and Donor Representatives
Develop and maintain the Annual Procurement Plan covering goods, services and works required across all ALIGN project components.
Prepare tender documents including Requests for Quotations (RFQs), Requests for Proposals (RFPs), bid evaluation criteria and evaluation reports in line with donor procurement requirements.
Manage competitive procurement processes, evaluate bids and prepare award recommendations supported by complete documentation.
Coordinate procurement of consultancy services, technical assistance, research activities and knowledge management outputs required by the project.
Maintain supplier and vendor databases, conduct market assessments and ensure value for money in procurement decisions.
Maintain complete procurement audit trails from requisition through payment authorisation in accordance with donor compliance requirements.
Coordinate logistics for workshops, Community of Practice events, stakeholder meetings, trainings and sensitisation activities across participating countries.
Manage travel arrangements including flights, accommodation, ground transport, visa support and per diem processing for project staff and partners.
Coordinate venue sourcing and logistics for annual learning exchanges, policy dialogues and global advocacy events.
Maintain a live logistics tracker covering events, travel requests, delivery schedules and equipment movements.
Ensure timely delivery of goods and services to project sites and sub-grantee locations, including customs clearance where required.
Maintain complete procurement and logistics documentation to support donor reviews, external audits and World Bank post-reviews.
Prepare quarterly procurement and logistics reports summarising procurement status, expenditure and compliance issues.
Support internal and external audit processes by providing procurement records, contracts, evaluation reports and supplier documentation.
Develop and maintain strong relationships with suppliers, service providers, travel agents and venue operators across project locations.
Negotiate contracts and service level agreements to achieve value for money and donor compliance.
Monitor supplier and consultant performance and escalate unresolved contract issues to the Project Manager.
Ensure all supplier contracts include donor compliance, safeguarding, anti-corruption and data protection provisions.
Coordinate with the Finance and Admin Officer on invoice verification, goods received notes and timely supplier payments.
Bachelor's degree in Procurement, Logistics, Supply Chain Management, Business Administration or a related field.
Minimum 3 years of experience in procurement and logistics management within international development or humanitarian projects.
Demonstrated knowledge of international donor procurement frameworks and standards for multi-country development programmes.
Proven experience preparing tender documents, managing competitive procurement processes and producing donor-compliant evaluation reports.
Strong vendor management, supplier relationship and contract negotiation skills.
Experience coordinating travel, workshops and logistics for multi-country development programmes.
Applicants must be legally authorised to work in their country of residence.
High attention to detail, excellent organisational skills and strong record management abilities.
Excellent written and spoken English.
